I'm wondering if you're eating a lot of dried foods, grains, nuts. I find that when I do, I'm incredibly thirsty as if my body knows I can't handle that much with out water but if I eat water based foods, I don't need to supplement with water much. Water based foods meaning undried fruits & veggies - these should make up the majority of your diet ideally if you're raw. I defy someone to crave water after a huge plate of watermelon! :-)
That's one thought. Another is this: I don't know how much you read on the fasting literature but I'm convinced that we eat far more than we need. In playing with raw myself and with fasting (I'm fasting now), if you have habits of sweet tooth and compulsive eating like myself, you may indeed be eating more than you need, especially again if it's lots of nuts & grains. Just some stuff to think about and hopefully they are helpful.
When I find I'm eating too much and craving too much, i.e. going back to bad habits, I fast for a day or 3 to remind myself that the fake hunger of the bellie is not urgent as sometimes it seems! Then it's easier for me to eat moderately.
