Aside from there being a conspiracy here are a couple of reason of what has been going on.
- long term planning did not anticipate this amount of use by oversized vehicles
it appears as if everyone needs to take their living room with them to the mall
- Saudi Oil is drying up, the stuff being pumped quicker is sour and the US has almost no refining capability for this hihg sulfur content
- the chimps excursion into Iraq almost cut off the most available sweet crude (easy to refine)
- the chimps attempt to overthrow Chavez cut off a good chunk of distilled from Vez
- food as fuel uses up more oil in heat units then it actually produces

add to this the growing demand from the BRICK countries and competition for oil, soon to be priced in EURO, is high and staying that way.

- oil is being propped up to help the USD, as soon as pricing takes hold in other currencies this will stop abruptly
