The effect of fluoride on a small gland in the center of the brain - Pineal Gland, is what plays a major role in becoming 'dumbed down', or docile. It only takes 1 or 2 parts per million to begin achieving the effect. The Pineal Gland is involved with maintaining a variety of the brains higher and intuitive capabilities...... we can't have good little sheep walking around using their higher brain powers, else they won't be subservient sheep anymore ;)
