Kutiyoung, I am sorry to hear of your troubles. I mentioned this in various threads and I probably sound like a broken record but I think Exfoliative Chelitis is connected with xerostomia (insufficient saliva production). You mentioned that you are allergic to pollen and dust and that you have been taking medication your whole life to fix this.

You have a few factors which would cause xerostomia 1) lifelong allergies which I'm guessing causes your nose to be somewhat blocked (hence, cause of mouth-breathing, either unconsciously while awake or while sleeping).
2)medication for allergy (all of which produce xerostomia i.e. dry mouth as a side effect).
3) Depression medication which all have xerostomia as side effect.
4) Inherent anxiety and Depression which also causes xerostomia.
5) Smoking which worsens dry mouth.

So I would try to suggest treating this with dry mouth (saliva) gel and trying to eliminate some of these factors where possible.Or ask your Dr for pilcroapren.

I actually have a life-long dust allergy as well. It would be interesting to do a poll on this board to see how many members have similar conditions to see if there is any association between different conditions (i.e. dust allergy or rhinitis) and EC.

My lips are exactly like you describe. I think the issue of skin stripping is that the skin produces a sort of pseudo-membrane to replace the lost skin integrity (the crust). The problem is that it is not very water resistant so it gets stripped off easily.
