I think that's right.

From a historic convention standpoint, of about 200 years, one who reads that a product is labeled as "Lugol's solution" probably has a reasonable expectation that the product would contain about 15% iodine, combined Iodine and Iodide , by weight.

This probably falls within fair labeling practices under the FTC.
