yes, the kelp species that "now" sells is actually the one usually reserved for agricultural and fertilizer use, sometimes as animal feed. that means they buy it REAL cheap in bulk and sell it at a great mark up. in some countries they wouldn't eat that species.
really, that species should not be called kelp in my opinion. its not really best for human consumption. it also tastes god awful. i have some and am saving it for the garden.
