About the instructions Pat gave...

Could someone please help me get something straightened out with the instructions Pat gave on her web site on how to go about making energized water? All that I need to clarify is something about the placement of the inside wire.

My question: Is the wire than goes 'inside' the metal container suppose to be immersed in the water while the other wire just touches the outside of the metal container (above the water line) when the battery's circuit is completed?

Help on this teensy-weeny problem would make a BIG difference to me
