I have the exact same problem with my dog, and the vet said it must be allergies. We have tried aveeno oatmeal baths, benedryl, many different shampoos, ointments, tea tree oil (which caused his paws to swell up and he couldn't walk - that was scary!) and coconut oil. Nothing is working. He has scabs from chewing himself. Then last night I was holding him and looking real close at one of the scabs and noticed something moving - FLEAS! (And I had just been rubbing my face against his! I get itchy just thinking about it.) We have been using frontline every month so we never thought he could have fleas. I gave him a flea bath, not sure if it worked, when I combed him afterwards I found two more crawling around. I think I'll try apple cider vinegar next.
