That the EM fermenter has a screen off the bottom several inches with a tap on the side in the 'dead zone'. As the material composts/ferments the liquid/vinegar {EM} drains off. You open the tap to drain the resultant liquid off and dilute for use.
I've found that Diaper Pails modified work extremely well - as the lid locks and keeps the uneducated from being "grossed out".

Of course, to be officially "EM" one would have to add a little EM and Bokashi alternately to the material going into the fermenter.

However, this process is analagous to how various peoples around the world have made vinegar in the days of yore. Look it up in the "Permaculture Book of Ferment and Human Nutrition", by Bill Mollison,ISBN#: 0908228066
