Charcoal capsules would absorb some of the chlorine. Whatever those carbon filters remove from tap water, charcoal capsules will remove, to some extent. The effectiveness might be questionable since they are capsules and take time to dissipate... might not work before the chlorine is absorbed by your body.

They make charcoal filterd straws to drink from but that might be a bit awkward socially.

I am surpised that any eating establishments don't offer bottled water nowadays.

I never ever ever drink city water. I even bathe in bottled spring water. Chlorine kills good flora in the gut and reacts with other chemicals to produce nasty stuff. There are loads of other chemicals they put into the water supply, by the ton...
