Somehow, perhaps the system could be re-vamped and allow for more security and less experimentation?

I don't know the degree of experimentaion which goes on or security so I donno.

They were on a waiting list to adopt, but still had an estimated 5 year wait. They had already waited 10 years

I never understood why adoption took so long and was such a process. They are only hurting the kids that way. No wonder a lot of people go abroad to adopt it seems like there it goes a little faster.
