I suggest that you find ph sticks. You should be able to find some from a health food store.
Ph sticks show if a product is acid or alkaline. You can then test your products. Follow the directions on the ph sticks.
Toners are very important there purpose is to restore the ph level of your skin after washing. At this point I would venture to say that any cleanser is a step up from what you are using (soap). However, I would suggest using a product called Dermalogica you can't find it in a store it has to be bought from a therapist. You can also buy it online I know of a site that has really good prices. You may want to try the following products

step 1: cleanser:anti-bac skin wash, cleanse morning and evening (2x day)
step 2: toner:soothing protection spray, spray over face after each cleanse
step 3: moisturizer:either oil control lotion if you have oily skin or barrier repair, apply small amount after you tone
It would be good for you to exfoliate once a month (minimum)and to use a mask once or twice a week. Dermalogica has a great anti bac mask for
Acne skin conditions. You may want to try the "gentle cream exfoliant".

I also wanted to tell you that if you buy Dermalogica products that you only need a small amount of the product for it to work. These are professional products and do not have fillers ie; talc powders, mineral oils, they are full of active ingredients.
I can not stress enough the importance of finding a good aesthetician in your area.
