well, I mainly get my alkalinity from diet and I am also a huge fan of dr. sang whang from "alkalife" and take his "bicarbolife" pills with breakfast everyday which increases potassium and sodium bicarbonate in the blood,

but the mixture to which I was referring is:

1 teaspoon of pure ascorbic acid crystals (5000 mg's)
1/2 teaspoon of sodium bicarbonate (bob's red mill baking soda aluminum free)
8 oz clean water (often distilled)

I take this upon waking and before bed (just drank it!) and sometimes in the middle of the day as well if I am feeling sick. I am actually not sure how "alkaline" the solution is, as it may just be a pure buffer for the acidic powder, but I often add a pinch extra baking soda. I don't buy pH paper anymore so have never tested it.
