Frozen veggies in the bag are always raw to my knowledge. Veggies in frozen entrees are cooked, however, as you probably know.
With the frozen veggies in a bag, always check the ingredients label - if they're not the natural food or organic brands, they often contain some kind of preservatives and/or color enhancers.
