Raw is best, but if you have trouble digesting some fibrous veggies, and you see it intact in your stools, then cooked is best.

Carrots for example. Cooked, they might have less vitamins (and enzymes), but the beta-carotene is better absorbed.

Steaming is the best way to cook. If cooked in liquid, it's ok as long as you drink that liquid (as in a soup!).

And cooked veggies are better than no veggies!
