One way you can keep your broth from becoming stew is to use fewer vegtables and alot of water, also just watch them carefully so you don't over cook things so they become mushy. I make broths oll the time out of the peices Of vegtables that get discarded while preparing other meals. i.e peals, rinds (even fruit), ends. I add a little soy sauce for some flavor and color and then simply stain it all. Good luck and congratulations, I am on day five and am able to see the end in sight. :)
