Lugol's Iodine is a very strong caustic solution that is used as a chemical cauterant like carbolic acid or silver nitrate. It is destructive to mucosal tissue. Using Lugol's Iodine on your penis is a very bad idea. Using Lugol's solution will be very painful and will probably kill nerve endings in your penis. Please do not do this. If you want to regrow your foreskin, I suggest when you urinate, to bring up whatever foreskin you have so that the urine gets in contact with the inner mucosa. Urine has growth factors that can help dissolve the scar tissue, and quite possible over time fully regenerate the foreskin. Also, when you ejaculate, bring whatever foreskin you have up so the semen is trapped inside your foreskin when you ejaculate. Semen also contains growth factors.
