I believe the Lord's sentiment is "i don't want you to come begging me for something i gave you the authority to do. Instead release what i have already given you".

But you see that Paul begged God for healing:

2 Corinthians 12:8
Three times I pleaded with the Lord about this, that it should leave me.

And God didn't respond with "i don't want you to come begging me for something i gave you the authority to do", but instead said, 9 “My grace is sufficient for you, for my power is made perfect in weakness.”
