I know this is a few years old but: that is NOT a tape worm. ALL tapeworms are segmented and lack dark pigmentation. In fact many parasites lack darker pigment. This is a type of flatworm. I believe it to be the wondering broadhead planarian. It was introduced to the united states by accident from asia. I have seen them after a heavy rain here in pennsylvania. They feed on earth worms. They go by a few other names like landchovy, terrestrial flatworm etc.
