Very unusual. I would wager that 9 out of 10 people who are stopped come on with the smiles, yes sirs, no sirs.

Aside from that, the governments everywhere are looking for any excuse to bring in revenues. They already have us all taxed to the max, so they make their own taxes with fines for any infraction of the law whether right , or wrong.

The 80(s) were a lot different in many respects than the 2014(s). The Gov. has even gone so far as to confiscate property in favor of big business to build some big commercial project that will bring millions in taxes. Farmers have been fined thousands for doing something that has been done for years just because the EPA don't allow it anymore. They are still taxing us, just in different ways that are not called taxes.

I wouldn't coun't on sugary, smiley, talk to get out of a ticket anymore.
