In theory you can culture bacteria providing they are not solely anaerobic which some are, they must be able to survive in an air rich atmosphere, be aerobic for at least brief periods.

I have used capsules to make yoghurt and I am currently culturing bacillus subtilis in liquidized potato. When they form spores they make the liquidized potato turn a dark brown colour. I have been using a yoghurt maker with an insulation sheet of polystyrene/cardboard to lower the yoghurt makers temperature to what b. subtilis require. I repeatedly turn it on an off to lower the temperature and force spore formation.
