I would use a good zapper with copper paddles and pads. Whenever an outbreak occurred, I would place the positive electrode directly on the affected area and hold the negative away from any part of the body, zapping according to the zappers timing instructions.
At least in some cases, this might bring an outbreak to a halt. During times in between, I would use both paddles and footpads as a normal 4 point contact system to try to reduce the chance of additional outbreaks.
No guarantees that this will work ( for legal reasons ) but it is what I would do. Also, use Colloidal Silver . It is really good at fighting infections.
