The easiest way is through the keypad on the generator.

The way you do that is

1. Turn on the generator
2. Press "5"
3. Press "3.9"
4. Press "Enter"

To turn off the frequency
1. Press "Run"

If you want to write a program from your computer then it would be something like

dwell 6000
3.9

This will run the 3.9 Hz for 1 hour 40 minutes.
