People seem to have forgotten that In January of 2010, Obama, by executive order, created a "Council of Governors". This council allows foreign and domestic military operations to be carried out without approval from congress. I dont understand why people are making a big deal about this "council of 13" that was created legally, when from the beginning there was an unconstitutional council created by executive order! Tweet
