If people can't feed or clothe their children, they have no business having any, until they can. We see this in nature all the time, Kangaroos, when there is little food or water, do not reproduce, when times are good they do reproduce.
If only the same were true for humans, we wouldn't have any concerns about over population, or parents that could not feed or clothe their children.
Unfortunately it is often the religions that set the rules for who can and cannot reproduce, with callous disregard for the circumstances those children are born into.
