Easily startled can be hyperthyroid - get a full thryoid panel (TSH, FREE T4, FREE T3, REVERSE T3, and the two anti thyroid antibodies). thinks hyperthyroid is from low copper (either due to deficiency or due to smoking and thus cadmium poisoning).
The high bp could be low calcium, magnesium, Vitamin D, high salt diet, any or all of the above to name a few.
