As long as the milk does not sit out forever and stomach acid is strong, raw milk should not be a problem.
I'm not for or against raw milk, but I'm against heavy handed regulation of freedom of choice. Just inform the public of the risks.
Cigarettes in the states are heavily taxed, some get cancer, some don't. It's a risk. However, cigarettes have no nutritional value, unlike milk. Can't compare apples to oranges in this situation.
Point is, if it's so dangerous by today's standards, animals should be dropping dead daily. Wait, they started to recently, but not from raw milk.
My stance is pro-freedom with accurate, researched, and epidemiological evidence backing any informed action to, or not to, consume any food.
