How do the RRR ratings work?

Could someone please explain who gives out the ratings on posts?

There's R, RR, and RRR.

There's also BSA and -BSA (it's a curvy line before the BSA)

Do the ratings come from the forum moderators or from Webmaster?

Just wondering ...
