Actually, the problem with the lack of moderation on some forums, has been brought up, by myself, and others, many times. So you accusations are not true.

There are some very good moderators on CZ, and Hv is one of the good ones, among others.

It is not the Webmaster that people are afraid of upsetting, he has shown again and again, that he does listen to genuine concerns, and requests. There are people who benefit from a lack of moderation, on some forums, trolls being one example, so they are hardly likely to question the WM over this issue.
