The easiest way to make a solution that is very close to 10% citric acid is to put 1 part crystals and add 9 parts water.
For example you could measure 1 level teaspoon of citric acid crystals and add 9 level teaspoons of water.
The correct way is to measure by weight. For example 1 gram of citric acid crystals would be added to 9 grams of water to form a 10% (by weight) solution.
Making it using volume measurements will get you very close and this will be good enough for what you are doing.
