 Is maca a phtyoestrogen enhancer or does it make the body make more of estrogen and progesterone.

Maca is an adaptogenic herb, so it supports the adrenals, which are the primary source for sex hormones after menopause.  If everything is working properly though the body is not going to have hormone excesses since low levels will lead to production and the liver and flora will deal with excesses.  

As for phytoestrogens, they do not raise estrogen levels.  Phytoestrogens antagonize estrogens.

As usual there is a lot of contradicting info out there. Also I was wondering about fenugreek. It seems to be for women that want to produce more milk, but also claims of a hormone balancer. Is this a herb that is good for increasing estrogen without increasing the progesterone?

Fenugreek is a phytoestrogen source.  But milk production is regulated by another hormone called prolactin.
