Can Covalent/Oxy Silver be made at home?

I'm looking to make a better silver product from home. And get a better understanding on covalent silver

Right now I'm using a .24ma current limiting diode with a 12v adaptor. To my knowledge this is this is only producing negatively charged silver ions in the water and very little actual silver.

As opposed to Covalent silver which has positively charged
oxygen atoms that are atomically bonded to the negatively charged silver atom. Is some kinda of reactor needed for this process?
