I fail to see anything in the provided link that says it is the ionic silver that kills the pathogens.  Instead, it talks about the action of silver particles after defining a silver particle as "a silver crystal suspended in water by mutual repulsion of a charge".  It is colloidal silver that has particles that are "so small and support a charge, called the zeta potential, that they can stay suspended as a colloid indefinitely".

If it is the ionic that does the killing, how does that explain the superior results of Mesosilver (which is almost entirely colloidal silver) and Advanced Colloidal Silver (which has a very large majority of colloidal silver)?  The site you refer to, which I agree is one of the most non-biased ones, clearly explains the benefits of colloidal silver.  I do not see anything that says ionic silver is superior - rather I see that ionic silver ust have colloidal silver accompanying it for it to be effective.  Fortunately, most silver solutions do have at least some colloidal silver content.

BTW, one of the contributers who is specifically thanked is none other than the owner of Purest Colloids (the makers of Mesosilver true colloidal silver).
