Yes, HCl is hydrochloric acid.

I would not consider putting HCl on someones face, but when it is used properly to activate sodium chlorite there is a chemical reaction and no HCl remains in the solution.

"Properly" means using the correct concentration and amount.

You are correct. Chlorous acid is formed when you add an acid to sodium chlorite.
