If they are spots that seem to have lost thier pigmentation and are not tan like the rest of her face then it is probably tinea corporis. Not a big deal, it is basically a fungal skin thing. It can be treated by the same same medications you use for athletes foot. Such as lotromin AF. Look on the back of the label and it will mention tinea corporis or more commonly called ringworm. applu as directed.
The spots won't go away immediately until she either gets a new tan or her tan fades back to white during the winter. This can reoccur and if it becomes too problematic the doctor can give you a prescription for selenium sulfate lotion.

I have seen this before and I deal with homeopathic ways to heal the body. This is an external symptom and is easily fixed. The other answer is that if she has had problems with constipation then she is naturally more dehydrated than most 4 yr olds. Not saying that she is dehydrated. But most children with constipation problems naturally are backed up and are more likely to get an infection or a fungus. Sometimes when the body is functionally dehydrated, the sun causes sun spots on the face of children.
