Propaganda works both ways and manipulation works both ways. People become caught in the trap of manipulation because they often don't have access to differing points of view, or they don't have access to inside information. For many people the TV news and newspapers are their only source of information about an apparent crisis. People are conditioned to believe what their government tells them.
Many people do not understand basic science, they do not know what a virus is, how it is created or spread. Ignorance is what causes people to live in fear. Education removes ignorance, knowledge removes fear.
Other non-government groups and individuals use the same tools of missinformation and manipulation to put fear into people about the government. For example, telling people that the swine flu virus was invented by a group of elite rich people to cull the population for their own ends, also may not be true, this also may just be more false information. The truth is often lost in a war of propaganda from both sides.
All an individual can do is gather as much information as they can, from many different sources, use their own judgement and critical thinking, and keep their mind open to all possibilities.
