To build muscle yes skip a day in between,and if you're still sore wait until it subsides. Soreness is a sign your muscles are repairing after breaking the fibres down in workouts...if you don't give them time to heal you'll still be breaking them down with no opp to grow. Before I was aware of this,in high school I would work out all the time and wondered why I wasn't growing.
