Hi,

Hygroscopic actually means that the substance has an affinity to water and that it absorbs water even from the humidity of the air. It has nothing to do with the eventual chemical aggressivity of the substance except that for example sulfuric acid being strongly hygroscopic increases in volume if not hermetically contained and becoming more and more diluted.
