That sucks, but it is a rule that has been on the books for many years - throughout the Republican and Democrat administrations. The ACLU is always taking the different government agencies to court over these "prohibitions."

As far as the Honduras Coup goes. I think - and this is purely supposition on my part - that the other countries in the world are paranoid that their governments could be ousted by a military coup. And that is the reason that they are coming down so hard on the military. Because most of the leaders, with the execption of Chavez and Castro, don't like this guy's leftist leanings. Just my thoughts - no facts.
