Ionized water, might this work for better CS?

Trapper, have you seen this? What if you use silver electrodes, wouldn't this then make colloidal silver? Would one bucket have good CS, then the other have the wastage, or am I getting the chemistry/physics all boggled up? Might using two containers be a way of separating the good from the bad? Or is two containers kind of negating the process for making CS? (When I state CS here, I mean mainly ionic)
