It's a human sacrifice racket bigger than communism... bigger than the bloody Aztecs were supposed to have been (and I've heard they were only given a bad-rap by the church).

Remember: it doesn't matter if some of the patients live, so long as the required numbers die under the knife or from the sacrificial poison. Think about it. In order to be able to get away with this travesty, some patients must be allowed to live or get better. If all 100% perished, people would notice and might even complain (you never know).
