I don't know what forum or what protocol, but a moderator should ignore someone unless they are breaking Forum Rules or spamming or posting dangerously. Try using a bad message alert if you think the post does break some rules. I think that goes to Webmaster as well.
And if someone has an opinion or a protocol, they are equal to anyone else on the forum. The fact that they are a moderator is completely irrelevant. If you disagree with the protocol, say so. The forum consists of it's members, there is no hierarchical structure. Many people seem to make this mistake.
