Frontenac inmate dies at KGH

A former Toronto doctor, serving a federal prison sentence in Kingston for defrauding a family of thousands of dollars when he wasn't licensed, has died in hospital.


Ravi Devgan, 61, died Sunday at Kingston General Hospital, according to Corrections Canada.


Devgan was serving a sentence of five years and four months for fraud, assault with a weapon, failure to comply and possession for the purpose of trafficking.


Corrections said Devgan, who was serving his sentence at minimum-security Frontenac Institution, died of natural causes.


His sentence began in October last year.


Last year in a Toronto court, Devgan was found guilty of defrauding a Mennonite family of thousands of dollars to treat their severely disabled twins when he was no longer licensed to practise medicine.


Over four years, the family travelled from Wallaceburg to Toronto and gave Devgan an estimated $30,000 to treat their twin boys with cerebral palsy.


The family testified that the doctor told them he could treat the boys and they would walk and talk again.

Devgan, who billed himself a homeopathic and holistic practitioner, treated the boys after his licence was stripped in 2004.

The College of Physicians and Surgeons found that Devgan gave terminally ill cancer patients false hope and he overcharged patients by as much as $30,000.

Devgan's death will be the subject of a review by Corrections Canada and a mandatory inquest.
