Jimmy Carter appointed "out of the beltway" people to most jobs in his administration. It turned out to be a big mistake, because these people just weren't ready for "prime time." Maybe Obama is trying to avoid these same problems by appointing those that he thinks will do the best job AND are already in place.
And hey, when compared to Bush, the Clinton days were pretty good.
