This is simply how ClO2 works.

In order to oxidize something, first of all it has to be capable of being oxidized, then you need a concentration of the oxidant in contact for a specific period of time in order to complete the oxidation process. With ClO2 this is a very straight forward process.

Now, if we look at chlorous acid things get a lot more complicated, and using chlorous acid as a delivery mechanism for ClO2 inside the body has not been formally studied.
