Thats happening in Australia too. Just a business. The cops will never admit that they have quotas per day.......ask them to try and not write any tickets for two weeks and see what happens. They get fired!

If their colleagues are writing out 20 fines per day on average and they are only writing 8 you can bet the boss would be asking them why their re-venue is sooo low.

The 'police' department in Australia is actually a private incorporation registered in the City of London with filling papers with the Securities Exchange Commission. Just a private company, they have as much jurisdiction as a private security business.
