I read the post. I'll include here my musings.

I think the Universe is giving you signals like that to let you know sometimes that you are not in alignment when you don't notice how you felt at the moment of the occurring signal.

Read again the whole post about manifesting the money and you'll see that Gary wrote the letters to the institutions but he never sent them.
It's like akin to the writing on the paper the troubles you are experiencing and then burning the paper afterwards and you might experience an relief. It's all about finding relief in the moment. If the Universe gives you a signal that way by blocking the printer, it means that the message you wanted to print out to send to someone is not meant to be sent physically. It all depends on the perspective. However we are all the Universe and the act of sending a message is already felt in the whole Universe and there's no need for further physical action to continue sending the message. It's all in your Inner Being.

For me the reality is always generated from within.
