That really is a very generalized statement. From everything I've read, 3 things must be in place. The pathogen must be pH < 7. The pathogen must be anaerobic, requiring little or no oxygen. The pathogen must be an electron donor.
The process for chelating metals has different requirements. This process is oxidation, think rust.
