I'm sorry that the chain of post under your question got way off the subject of your questions and concerns. You mentioned that his feet and lower legs are swelling and that he spends most of his time in a chair. This in itself well cause swelling in those areas as the body. It would be benificial if you could get him to flex his feet and legs like streching and moving his muscles around as this will help the body reasorbe the extra fluid that has settled in those areas.

You also mention "His heart has 4 by-passes. He takes BP medication. His BP is 120/80 pulse 78. But this evening 100/80 p. 85
He takes medicine against high BP, against mild diabetic, and against
epilepsy (low dosage)."

MMS will decrease Blood pressure so you need to watch that ever day or 2 and decrease his Blood pressure medicine if it is no longer needed, The same is true for the Diabetic Drug, you did not mention watching his bloodsugar levels or what they are or were.

It might bee good to measure the amount of urine he is expelling on a daily basis. Most people will void about 2 liters less than they are consuming. You can ask his doctor how to do this easily. Just keep a running list of it.

If you can get the swelling down hopefully you can get him to drink more and expell more toxins out of his system.

You did not mention him having any trouble breathing so I would ignore some of the other post relating to that as that is not a concern.
