The sanguinarine from bloodroot can be said to be toxic, if isolated. If the whole red sap is used, a different result results.
Bloodroot was recommended "for all pulmonary conditions" in 1919. That would seem to exempt it for all pulmonary conditions from FDA regulation, which only came about in 1938.
